  1. Season sirloin tips generously with salt and pepper. Dice any large pieces into bite-sized cubes and dust with flour.
  2. In a heavy-bottom pot, heat oil to medium-high and sear the steak on each side until browned. Remove steak from the pan and set aside.
  3. In the same pan, add garlic, onion, celery, thyme, rosemary, and chili flakes. Cook until vegetables begin to soften, about 5 minutes.
  4. Add the potatoes and stock. Bring to a gentle simmer and continue cooking until the potatoes are tender, about 20 minutes.
  5. Add the steak back to the pan and simmer for an additional 10 minutes.
  6. When ready to serve, finish with a splash of cream.
